The Manitoba Provincial Nominee Program or the MPNP is one of the leading Provincial Nominee Programs(PNPs) of the Canadian Government. Majority of these new immigration pathways to Manitoba Provincial Nominee Program (MPNP)will be kept under the existing International Skilled Worker Stream, which will operate in the same manner until some new changes are added in this immigration category. The current criteria for the MPNP being followed under this stream, which is divided into two sub-streams, that are the Skilled Worker Overseas and Skilled Workers in Manitoba categories, would remain active for filing the Expression of Interest (EOI) and also for the receiving new applications from the province. There are total four streams under the updates Manitoba Provincial Nominee Program (MPNP), which further includes within them some more immigration pathways.

1. Skilled Worker Overseas Stream

The MPNP designed for Skilled Workers is a locally driven immigration stream and is based on the needs and requirements of the Manitoba employers. The provincial government of Manitoba selects experienced as well as internationally trained workers who possess the required skilled that are in-demand within the local labour market of Manitoba, and then nominate them for the permanent resident visa, thus allowing them to live and work in Manitoba. Immigration to Manitoba through the MPNP stream designed to target and bring Skilled Workers to Manitoba is a complete three-step process, described as follows:

Step 1: Submit an Expression of Interest (EOI)

Step 2: The highest-scoring eligible applicants with a prior connection to Manitoba will be invited to submit an application towards the MPNP

Step 3: Following a complete and in-depth assessment, the MPNP nominated qualified candidates, which would then be required to submit a separate application towards the Government of Canada to apply for the permanent resident visa for you (primary/main applicant) and your family (dependents)

The Skilled Worker Overseas Stream (SWO)comprises of Canada Express Entry Immigration Pathway and the other direct provincial pathway. The SWO is aimed towards inviting international skilled workers in Manitoba that have relevant skills and training in the in-demand occupations of Manitoba. However, along with this, priority would be given to those applicants and their dependents that have close family connections in the province, eligible language proficiency and previous training and work experience needed to find an employment quickly after arriving in the province. (a) Manitoba Express Entry Pathway

Adaptability You should demonstrate the intent and ability to become economically established and live in Manitoba; AND Have the confirmed support from a close relative or friend who has been living in Manitoba for a minimum period of one year; OR Hold a valid ITA issued from the MPNP.
Settlement Funds Demonstrate liquid funds that should be equivalent to Low Income Cut-Off (LICO)requirements towards independent financial resources over a six-month period.

(b) Manitoba Human Capital Pathway The Human Capital Pathway (HCS) has been designed for those international skilled workers that have relevant skills, training and experience in one of the occupations included in Manitoba’s In-Demand Occupations List. Applicants should also demonstrate their potential to find employment immediately after arriving in Manitoba.

Work Experience The employment experience that has been declared for the purpose of filing the EOI and calculating the assessment points should be full-time and/or for a minimum period of 6 months. There are no minimum points criteria but only zero points will be awarded for a work experience which is of less than one year. Your work experience should be listed in the Manitoba In-Demand Occupation List. You would also be required to submit a complete Career Plan.
Official Language Proficiency The minimum proficiency in an official language would be dependent on your evaluated NOC. Minimum CLB/NCLC 7 required for Regulated Occupations. Minimum CLB/NCLC 6 required for Compulsory Trades. Minimum CLB/NCLC 5 required for all other NOC 0, A or B occupations. Points will be awarded for second official language proficiency on achieving a band score of minimum CLB/NCLC level 5.
Education You should have completed one post-secondary academic program of minimum one year (while also checking Canadian Equivalency). In case the position requires certification or licensure, you should apply towards the regulatory body to get your qualifications and skills evaluated and/or would be asked to pass an examination.

  1. Skilled Workers in Manitoba Stream

The MPNP designed for Skilled Workers is a locally driven immigration stream and is based on the needs and requirements of the Manitoba employers. (b)Manitoba Employer Direct Recruitment Pathway The stream has been particularly designed for those candidates that have a job offer from an approved and recognized employer in Manitoba. Manitoba Employer Direct Recruitment Pathway Eligibility Requirements

Work Experience You should have a minimum of 2 years of work experience in last 5 years of employment experience which should be consistent with the occupation for which you have been recruited; or any other relevant work experience that must be identified by the employer; OR Relevant work experience as being identified by the employer in case other than 2 years.
AdditionalEmployment or some other job offer requirements You should have a full-time and long-time job offer which are also required to meet employment and wage standards of the province for the particular occupation; The employer should have a registered commercial business that has been operating their business in the province of Manitoba for a minimum period of three years immediately after the application; Your working conditions should be consistent with that of other permanent residents of Canada/citizens of Canada; and Your positions should not be home-based or temporary or part-time or seasonal and also not commission-based.
Official Language Proficiency The minimum proficiency in an official language would be dependent on your evaluated NOC. Minimum CLB/NCLC 7 required for Regulated Occupations. Minimum CLB/NCLC 6 required for Compulsory Trades. Minimum CLB/NCLC 5 required for all other NOC 0, A or B occupations. Minimum CLB/NCLC 4 required for semi-skilled occupations (NOC C or D)where the employer gives legitimate commitment of providing or facilitating the required workplace language training.
Adaptability You are required to demonstrate required ability and sufficient intent to live in Manitoba.
EducationYou should have a post-secondary education and/or any training related to your occupation for which you are being recruited or you are being identified by the employer; In case the position requires certification or licensure, you should apply towards the regulatory body to get your qualifications and skills evaluated and/or would be asked to pass an examination; For Skill Level NOC C or D occupations, the MPNP has the completed right to select those individuals that do not have no post-secondary education, provided that they possess the necessary training for the job with respect to the employer requirements and also NOC description.
AgeApplicants should be aged between 21-45 years.
Eligibility of the employer for Strategic Recruitment Initiatives Prospective employers should meet certain eligibility criteria.

International Education Stream
The International Education Stream or the IES has been designed to target those international graduates that have completed their education from colleges and universities located across the province of Manitoba. Under this particular immigration stream, applicants are not required to work for a minimum period of six months in a particular occupation field in order to become eligible for MPNP nomination.

The MPNP has a total of three pathways:

(a) Career Employment Pathway

The Career Employment Pathway of the International Education Stream issues nomination to those international graduates that have completed their studies in the field of science, engineering, technology and mathematics or any other STEM subjects, along with an internship that has contributed towards innovation. International graduate applicants that already hold a job offer in one of the occupations enlisted in the In-Demand Occupation; which should be aligned with their educational qualification are not required to demonstrate a work experience of six months before becoming eligible and submitting their application towards MPNP.

Current Employment in ManitobaIf you have already completed a master degree or a doctoral program in Manitoba along with a completed Mitacs Elevate or Accelerate internship from recognized industry and research enterprises situated in Manitoba, then you are not required to show a job offer during the time of application submission. \
Settlement FundsYou would be required to show liquid funds that should be equivalent to Low Income Cut-Off requirements towards independent financial resources valid for a period of six-months. OR You should be employed in a long-term, full-time occupation in Manitoba.
AdaptabilityYou should be living in Manitoba during the time of application submission. You should demonstrate a valid intent to continue to live in Manitoba after being nominated, which also includes submission of a detailed Career Employment Plan which in turn should elaborate a successful career track in the province of Manitoba.

(c) Student Entrepreneur Pathway The Manitoba Student Entrepreneur Pathway is designed for those international graduates that have completed their studies from Manitoba and who are willing to start their own business in Manitoba. The applicant however would be mandated to meet all the terms and conditions of the Business Performance Agreement before getting nomination for the Permanent Residence of Canada. Manitoba Student Entrepreneur Pathway Eligibility Requirement

Business Experience You are required to submit a business plan along with your application towards MPNP. It would be mandated for you to operate the business by being on the position of a senior manage on a continuous basis from your business location in Manitoba for a minimum period of 6 months before getting nomination while holding a valid temporary work visa and remaining consistent with the eligibility requirements mentioned in your Business Performance Agreement (BPA). Your Business equity ownership should be at least 51%.
Official Language ProficiencyMinimum requirement of CLB/NCLS 7 (For this particular path only, the province of Manitoba accepts IELTS – Academic exam in addition to some other language proficiency tests).
EducationYou should have completed a full-time post-secondary program from an educational institute located in Manitoba that should be of a minimum of 2 years of duration. (However, distance learning or any compressed academic programs will not be eligible). Studies and/or any work or business experience gained outside of Canada although will be considered as beneficial but will not be a necessary eligibility requirement.
AgeYour age should be between 21-35 years of age
AdaptabilityYou should Hold a valid open work permit or should have a post-graduation work permit (PGWP)during the time of application, Have continuously lived in Manitoba since your graduation; and, Show interest to continue to live in Manitoba after receiving your nomination
Settlement Funds or Net WorthA deposit won’t be demanded. Having a minimum net worth is a not a stringent eligibility criterion; however, your net worth or source of funds will be significantly taken into consideration for evaluating your potential of your capability to successfully implement your business plan. Business Investor Stream
The Business Investor Stream (BIS) enables the provincial government of Manitoba to recruit and sponsor skilled business investors and entrepreneurs from across the world who are willing to establish or purchase a business in Manitoba. Applicants are initially given a temporary work permit, and should have the intent and capability to start or purchase a business across Manitoba within a period of two years of their arrival in the province. Further, this particular stream no longer requires to fulfill the previous requirement of depositing a sum of $100,000 to the Manitoba government. Candidates are issued a temporary work permit for the initial 24 months of their arrival in Manitoba and would be required to demonstrate that they have appropriately met all the major conditions of the Business Performance Agreement. Preference would be given to those candidates that have plans to start their business outside Winnipeg. Moreover, candidates are not required to deposit a sum of $100,000 with the Manitoba Government.

Manitoba Entrepreneur Pathway Eligibility Requirements

Business ExperienceMinimum three years full-time professional or work experience in last five years either by acting as an active business owner or by working in a senior management role under a successful business. Business owners are given more points as compared to that of senior manager. Business owners should have a minimum of 33 1/3% ownership in their business to qualify for the required points.
Official Languages Proficiency Minimum CLB or NCLC level 5
Education Minimum equivalency with Canadian High School Certificate Program
Age No minimum or maximum age requirement; however ranking points will be allocated to candidates in the age group of 25 to 49 years of age.
Business Investment Minimum investment would be $250,000 for businesses located in Manitoba Capital Region. Minimum investment would be $150,000 when business is situated outside the Manitoba Capital Region. Business investment should be made towards an eligible business which is being defined by the MPNP. The proposed business should create or maintain minimum one job for a Canadian Permanent Resident residing in Manitoba (However, this excludes business owners and/or close relatives of business owners)
Business Research Visit A Business Plan is mandatory and is considered as an integral part of the application. A business research visit enables the applicant to conduct extensive research of their future business proposal or investment. Please note that the business research should be conducted no more than one year before the submission of your EOI.
Adaptability Points will be awarded to you if: Your spouse has achieved CLB/NCLC 5 or higher than that, You or your spouse have CLB or NCLC 5 or higher in the Second Official Language; You or your common-law partner or spouse have a close relative who is currently residing in Manitoba for a period of more than one year. Your child is enrolled in a recognized Manitoba educational institution and should be pursuing academic, vocational or professional training in a full-time course for a minimum of 6 months prior from the date of submission of Expression of Interest (EOI), You or your spouse or common-law partner have completed a full-time study program for a minimum period of one-year in a post-secondary institution in Manitoba. You or your spouse or common-law partner can claim this eligibility requirement after you have already turned 17 years old and also have a valid study permit, Or You or your spouse or common-law partner have completed a minimum of six months of continuous full-time employment in Manitoba. In addition to this, a copy of the work permit and a letter of reference from the employer should be provided.
Net Worth Minimum of $500,000 The verification of your personal net worth will be done by a third-party supplier which will be approved by the Manitoba Provincial Nominee Program (MPNP). Along with it, a verification report and an application should be submitted towards the MPNP within a period of 120 days after receiving your LAA.
Business Performance AgreementAfter your application will be approved, a Business Performance Agreement or BPA should be signed before the MPNP would issue you a letter of support required for applying for a work permit.

(b) Farm Investor Pathway The renewed and updated Farm Investor Pathway (FIP) has replaced the previously operated Farm Strategic Recruitment Initiative. The immigration pathway is specifically designed for those candidates that have proven experience in managing a farm business, sufficient amount to invest and who are willing to start and operate a farm operation in the rural regions of Manitoba. It is expected from the successful applicants selected through the FIP that they will establish a farm business in the rural areas of Manitoba and will produce those primary products that are consistent with Manitoba’s existing farm industry, therefore should be relevant for Manitoba’s farm industry. However, those Agri-business operations that are not producing any primary products can also be qualified but will be considered within the Entrepreneur Pathway.

Farm Business Experience At least three years of farm ownership and also operation experience that should be supported through verifiable documents.
